About the BAS Citizen's Charter


It has always been the policy of the Bureau of Agricultural Statistics (BAS) to strike a good balance between the demands of the clients and stakeholders and the amount of resources available to address the information needs of the agriculture and fishery sector. The BAS Strategic Plan (the latest edition covers 2006-2010) serves as the Bureau's guideposts in preparing short, medium and long term plans in addressing its mandates. These are ably done by putting emphasis on the highest standards of performance, practicing courtesy, honesty and integrity in dealing with the employees, clients and stakeholders, and the general public.

The issuance of Republic Act No. 9485, otherwise known as the Anti-Red Tape Act of 2007, gives the BAS the impetus to establish an efficient system that will eliminate whatever form of red tape and eventually improve the delivery of frontline services to the clients and stakeholders.

The BAS Citizen's Charter or this Handbook, has been formulated to further enhance the existing frontline service procedures and to formulate the "Service Pledge" that the entire Bureau will observe in every transaction especially in the provision of information support services to the clients and stakeholders. As a matter of policy, the "Service Pledge" will be disseminated to all the BAS clients and stakeholders. The step-by-step procedures for availing of the services and the level of performance expected from the BAS employees will form part of the charter.
